Planning Permission
I found these questions and answers in a FAQ for a UK government web site where planning permissions (similar to building permits in the US) are discussed.
When can I start work?
Once you have given a Building Notice or submitted a full plans application you can normally start work after giving the Council 48 hours notice. However, if you commence work before receiving an approval decision on a full plans application, you may not be able to seek a determination from the Secretary of State if a dispute arose.

How long does permission last?
Once the plans have been approved, or the Building Notice accepted as being deposited with the Authority, the permission lasts three years from the date of deposit.

How long are the plans valid for after approval?
If full Planning Permission is granted, the plans will be valid for 5 years. If Outline Planning Permission is granted, the plans will be valid for 3 years.

What happens if I do the work without approval?
The Council has to see that the work complies with the Building Regulations. If the work does not comply, you may be asked to remove it. If you fail to do this, the Council may serve notice requiring you to do so and you will be liable for the costs.

Are there penalties for contravening the Building Regulations?
If you contravene the Building Regulations by building without notifying the Council or by carrying out work which does not comply, the Council can prosecute. If you are convicted, you are liable to a penalty. If you do not put the work right in accordance with the Building Regulations when asked to do so, the Council has the power to do it and recover costs from you.
